The call comes in a few times a month, usually in April once people have had a proper look at the house. The wall is tired, somebody has quoted a full re-clad, and the question is always the same: can you not just go over it? Stucco over existing stucco is a real job and I do it. But the wall decides whether it is a good idea, not the budget — and if you get that order backwards you buy the most expensive cheap job in this trade: a brand-new finish sitting on something that had already let go, cracking along the same lines by the second winter.
Here is how I work it out standing on a driveway, in the order I actually do it, including the part where I talk people out of spending money with me.
Can you put new stucco over existing stucco?
Yes, when three things are true: the old wall is still firmly bonded to what is behind it, the cracking in it is shrinkage rather than movement, and the edges of the house can absorb the extra thickness. Fail any one of those and a new coat is packaging over a problem that keeps working underneath it.
Most of the confusion happens because three completely different jobs get sold with the same sentence. When a quote says “we will go over the existing”, ask which of these it means, because the price, the lifespan and the honest answer are different for each one.

The ten-minute test that decides it
Tap the wall all over with your knuckles or the butt of a screwdriver. Sound stucco answers with a dull, tight knock. Anywhere it rings hollow or drummy has already released from its lath, and nothing bonds to a layer that is on its way off the house. That one sound is worth more than any quote.
Do it properly and it takes about ten minutes. Work across each elevation roughly a metre at a time, low and high, and chalk a circle around anything that sounds different. Then stand back, because where the hollow spots sit tells you why they are there. Hollow areas under window corners and below a roof line that dies into the wall are a water story. A hollow band along the bottom of the wall is usually grade or splash. Hollow patches scattered evenly across a whole south elevation are usually age: the lath fasteners have been corroding quietly for thirty years.
Two more checks while you are at it. A rust streak weeping out of a crack means the lath or the fasteners behind it are corroding, and that decision has already been made for you. And run a fingernail along the cracks: a hairline you can barely feel is shrinkage, while a crack with one side standing proud of the other is moving, and movement does not stop because you covered it.
If the tapping and the fingernail leave you unsure, that is the point at which instruments earn their keep rather than before it. I went through what each one can and cannot tell you in stucco moisture testing; the short version is that no meter on a wall measures water directly, so what you want out of a survey is the raw readings and a control, not a conclusion.
What a new coat hides, and why that is the expensive part
A stain is the cheapest diagnostic instrument you will ever own. It is the wall telling you, for free, where water is getting in. Trowel a new coat over it and you have not made the wall dry — you have bought silence, and you have paid for the silence yourself.
This is the failure I get called back to most often, and it is never the finish that fails first. Water keeps arriving at the same detail it was always arriving at, the sheathing behind the lath stays damp through a GTA winter, and two or three years later the new coat starts pushing off from behind in exactly the area that used to be a stain. By then the repair is not a finish repair. Water that has reached the substrate runs $1,500–$5,000+ to cut open, dry, re-flash and rebuild, and that number follows whatever turns up once it is open.
So the order is not negotiable: find the water, fix the detail, then decide about the finish. The six signs water is behind your stucco post is the fastest way to check your own wall from the ground. If any of them are on your house, the re-coat conversation is premature, and any crew willing to skip straight past it is telling you something about how the rest of the job will go.
Every edge moves when you add thickness
The middle of a wall does not care about another half inch. Every edge does. Adding thickness to a finished house means every termination that was sized for the old wall is now the wrong depth, and the edges are exactly where stucco walls let water in.

That last row is the one I would put money on being wrong somewhere on your house right now. The gap between the bottom of the stucco and soil or paving is not decoration, and re-coating is one of the few jobs that can close it without anybody noticing. I set out the actual numbers and why they exist in stucco clearance at grade. The window edges get the same treatment in stucco around windows and doors — worth reading before you accept a quote that says “caulk to suit”.
Cracks and control joints do not stay buried
Fine shrinkage map cracking usually does disappear under a meshed overlay, and stays gone. A moving crack does not. Mesh spreads stress across a wider area, which is a genuinely useful thing, but it cannot hold two pieces of building that are going in different directions.
Control joints are the part crews get wrong most often on an overlay. A control joint is not a decorative line — it is a deliberate break that tells the wall where to move, and skinning a new coat straight across one ties the two panels back together with a pencil-thick layer of cement. The wall then cracks where it always wanted to, which is right along the line you just covered, except now it cracks through new work. Every joint in the old wall has to be carried through the overlay and re-formed at the new surface, and any wall that never had joints in the first place needs them cut in while the overlay is going on. That argument is worked through properly in why control joints decide whether stucco cracks.
Individual cracks are cheap to deal with honestly: one crack routed out, meshed and texture-matched runs $120–$400, and a larger patch with a texture match is $300–$800. Those numbers are from our own crack repair costs, and the reason they matter here is that they are what you are avoiding when you decide to re-coat a whole elevation instead. Sometimes that trade is worth it. Often four routed cracks would have done the job for a tenth of the money.
EIFS and synthetic walls are a different conversation
If your wall is EIFS — foam board under an acrylic finish — then re-finishing it is normal maintenance rather than a compromise. The acrylic finish coat is designed to be renewed, and a proper re-finish over sound foam is a good, ordinary job. What you cannot do is trowel cement stucco over foam and expect it to stay there.
It runs the other way too. Going from a tired hard-coat wall to an EIFS system laid over the top is not a re-coat at all; it is a new cladding with insulation in it, and it changes the paperwork as well as the wall. Toronto lists re-cladding a house with non-combustible material, other than brick or stone veneer, as work that does not need a permit — wording that sits on the City of Toronto permit page. Traditional cement stucco is non-combustible and usually qualifies. Most EIFS does not, because its foam typically makes it combustible under code testing. The difference between the two systems is set out in EIFS versus traditional stucco, and other GTA municipalities publish their own rules, so check yours before the start date rather than halfway through.
What does it cost to re-coat instead of re-cladding?
I will not print a per-square-foot re-coat rate, because on this job the prep is the price and the prep is different on every wall. What I can give you is the arithmetic that decides it, using the same numbers published everywhere else on this site, so you can run it on your own house before anyone visits.
Take a two-storey house with roughly 1,600 square feet of wall once the windows are netted out. Rebuilding a section that has let go is $18–$34 per square foot. A complete re-clad is $8–$16 per square foot, finish included.

Read the second row twice, because it is the whole post in one line. Once about a quarter of the wall is drummy, the repair bill on its own can land above the cheapest full re-clad — and when it is finished you still have a wall from the 1980s behind a new finish, with the original barrier and the original flashings. That is the point where I stop quoting overlays. It is also the point where the honest comparison is against taking the old wall off entirely, not against doing nothing.
Run it the other way and re-coating wins easily. If the wall sounds solid everywhere, the prep is a handful of routed cracks and the finish, and there is nothing in that scope that costs re-clad money. That is the job worth doing.
When I tell people to go ahead and re-coat
Most weeks, at least once. A sound wall that simply looks its age is the best candidate there is: solid everywhere under the knuckles, hairline map cracking, a patchwork of old repairs in three slightly different shades, and edges with enough room to take the thickness.
Those walls are common on 1980s and 1990s houses right across Mississauga, Etobicoke and Vaughan, and a meshed overlay on one is genuinely good value — a single continuous finish over the whole elevation, with the mesh doing something the old wall never had. It is also the only reliable way to make a decade of mismatched patches disappear, because a patch has to match five things at once and a full elevation only has to match itself.
And sometimes the right answer is cheaper still. If the wall is sound and the finish is intact but faded, routed crack repairs and a breathable coating will get you most of the way there for a fraction of any overlay I could quote. That is not our best day of work, but it is the correct advice, and I would rather give it at the door than take the job.
The short version
Tap the wall before you talk about money. Hollow means the old stucco has let go, and nothing sticks to something already leaving. Find the water before you cover the stains, because covering them only buys silence. Count the edges, because every one of them moves when you add thickness, starting with the weep screed and the clearance at grade. Carry the control joints through, never across. And run the quarter-of-the-wall arithmetic before you commit to repair-and-re-coat, because past that point you are paying re-clad money for a thirty-year-old wall.
